Mississippi Considers New Legislation to Boost EV Charging Stations in Jurisdiction

With several countries across the world looking to replace internal combustion engine (“ICE”) vehicles with zero-emission electric vehicles (“EVs”) over the next couple of decades, the need for public electric vehicle charging stations is at an all-time high. But these charging stations are still in short supply, meaning most people who purchase EVs often have to rely on home or office chargers. EV owners in Mississippi, for instance, may have a particularly difficult time because the state has among the fewest electric vehicle charging stations in the country.

Most of the charging stations in Mississippi are in the largest cities and towns, and they tend to be spaced far apart. Thanks to a new bill passed by the House in February, the Magnolia state may soon be home to an increased number of charging stations. Written by Rep. Trey Lamar, House Bill 1441 aims to encourage companies to construct more public EV charging stations by providing up to $50 million in tax credits over the next three years.

Most industry experts expects Mississippi specifically and the United States generally to see a lot more electric vehicles on its roads in the coming decade. As the state has fewer charging stations than most other states in the country, HB 1441 is meant to beef up its public EV charging network and prepare Mississippi for the inevitable influx of electric vehicles. At the moment, the state has only 266 public EV chargers, counting each individual charging outlet at every charging station, the U.S. Department of Energy says.

The state’s next door neighbors have more charging outlets: Louisiana has 327, Alabama has 427, Tennessee has 1,298, Arkansas has 330 and Florida has nearly 5,000 charging stations, the highest in the region. According to a report published by yourmechanic.com, Mississippi has the second-least chargers per capita in the country, only behind Alaska. Most of the public chargers in the state are in the coastal areas around Jackson or in large cities in the northeast and in the Tupelo area.

If the Senate passes HB 1441, companies that install charging stations could be given tax credits of up to 75% of the cost of building the station or their entire tax amount that year, depending on which is less. In 2021, the state would pay out up to $5 million in credits, followed by $10 million in 2022, and $15 million in 2023. The bill would also levy a $2.50 tax each time drivers use a public charging station in the state, with the proceeds being used to fund repairs on roads and bridges.

One factor that is sure to drive demand for public charging facilities is the increased rate at which manufacturers are unveiling new models of EVs.
