Delaware Governor Vows to Eliminate EV Mandate in the State

Just three months into his four-year term, Delaware Governor Matt Meyer has revealed that he is working to eliminate a controversial electric vehicle mandate passed by the previous governor. During his 2025 State of the State address, Governor Meyer noted that he wasn’t a fan of government mandates and would do away with the rule requiring car dealerships in Delaware to have an increasing number of new battery electric vehicles (BEVs) on their lots.

Former Delaware Governor John Carney spent almost two years advocating for the mandate, and his administration adopted the regulation in November 2023. According to the mandate, 43% of all new light trucks, cars, and SUVs with the model year 2027 delivered to dealerships in the state would have to be fully electric or plug-in hybrids.

The share of new vehicles in Delaware dealerships required to be electric or hybrid would increase to 82% for 2032 model year cars. Although then-Governor Carney was aiming for all new cars delivered to Delaware by 2035 to be fully electric, he was still pleased when the state adopted his compromised rule and emphasized the benefits the measure would have on the environment.

He noted that the state would transition to renewable energy over the next decade to curb pollution and deal with climate change. With transportation accounting for a large portion of greenhouse gas emissions, Carney said that addressing emissions from transport would be crucial to the state’s green transition. Unfortunately, all of the previous governor’s efforts may be reversed if the current administration abandons the electric vehicle mandate.

Speaking in a recent interview, Governor Meyer stressed that he didn’t believe in placing government mandates on consumers and said that although his administration hadn’t yet determined the mechanism it would use to eliminate the mandate, he assured Delaware residents that the mandate would not go into effect.

Despite this, Meyer revealed that he is a fan of zero-emission cars and noted that he oversaw the conversion of almost 50% of New Castle County’s non-police vehicles to electric while serving as the county executive for eight years. According to Governor Meyer, buyers should decide whether they want to purchase electric cars instead of being pushed into it by a government rule.

Each Delawarean, every Delaware family, and every American should be allowed to choose what they want to buy, and sellers should also be able to choose the kind of products they want to sell, Governor Meyer noted. However, some critics say the decision will weaken the state by reducing electric vehicle sales and damaging air quality.

With the debate over mandates and consumer freedom heating up, Delaware’s path toward cleaner transportation remains uncertain, leaving environmental advocates concerned about the long-term impact of reversing hard-won policy progress.
