China Agrees to Reduce its Exports of Hybrid Vehicles to the EU

The yawning trade gap between China and the European Union has produced its first concrete diplomatic response, with European Trade Commissioner Maros Sefcovic announcing a deal in Beijing on Friday that would reduce projected Chinese hybrid and plug-in hybrid shipments to the bloc by over half during a four-year window.

Sefcovic said the agreement would put a meaningful brake on the volume of Chinese hybrid vehicles flowing into European markets, though he offered no specifics on how the curbs would be enforced. He described the outcome as a strong result for both sides, saying it would stop several million vehicles produced in China from reaching European buyers over the projection period.

Beyond hybrid vehicles, the two sides reached a parallel agreement to lower Chinese import duties on $4.5 billion worth of EU goods spanning the automotive, food, and fashion sectors. Both parties also agreed to ease the paperwork burden on Chinese shipments of rare earths and permanent magnets, materials that underpin battery and motor manufacturing across Europe.

Friday’s deal comes after months of friction over European tariffs on Chinese electric vehicles. The EU imposed additional duties of up to 35.3% on Chinese-built EVs in late 2024, a move Beijing contested at the World Trade Organization. Those tariffs were designed to offset what Brussels called unfair state subsidies propping up Chinese manufacturers, and the hybrid export agreement represents the first significant concession from either side since that dispute began.

All 27 EU member states must formally approve the outcome before it takes effect, with their leaders scheduled to discuss it at the opening of a Brussels summit on Thursday. Sefcovic said Friday’s agreement capped roughly three months of sustained negotiation and two days of final talks in Beijing.

Chinese goods flowing into the European Union reached $560 billion in 2025, up from $517 billion two years prior. Four of Europe’s biggest economies each absorbed roughly 10% more Chinese goods over that stretch, and Hungary saw a 43% jump. European sales into China ran to only $268.3 billion in the same period, barely budging from the $269.4 billion recorded a year prior, leaving a gap of nearly $300 billion between what the two economies send each other.

European Commission President Ursula von der Leyen put that disparity in stark terms last month, telling European Parliament lawmakers that the trade gap had crossed into dangerous territory. Brussels was prepared to use every instrument at its disposal to correct it, she said, pointing specifically to growing EU dependence on Chinese-made components across electric vehicles, solar panels, and battery technology as evidence that structural rebalancing could no longer wait.

For North American EV manufacturers like Lucid Motors (NASDAQ: LCID), the steps being taken by Brussels to protect the auto industry in the EU are commendable, unlike the federal government policy decisions in the U.S. that can be described as being actively hostile to the electric vehicle industry.
